[Compass-ci] [PATCH lkp-tests 02/11] feat: step 2 of iso2rootfs: reboot directly in firstboot stage

[Why] Firstboot stage: the first boot after iso installation is complete. At this stage, the system will run some initial configurations. So we need copy out the rootfs in second boot stage, and do nothing in firstboot stage.
