[Infra] [website]Adding a question mark on the page

Hi infrastructure team, Recently there are many new users coming. Questions are also getting more and more. To help them, we have add some FAQs [1], but it is not easy to find. I think a question mark floating on the page should be a solution. thus I creates [2]. @zhengyuhangHans, could you help working on this? And if your have time, please help to review [3].
