【TC议题申请】关于openEuler LTS版本python3从3.7.4版本升级到3.8.3的提议

背景： 1、 openEuler 20.03 LTS版本的生命周期是从2020-03到2024-03，而该版本中Python3的版本为3.7.4，上游社区Python3.7的生命周期是从2018-06到2023-06，无法满足openEuler 20.03 LTS版本的整个生命周期 2、版本中的关键组件（如gcc、Python等）的生命周期以及升级计划等信息无法在openEuler页面中查询解决建议： 1、升级Python3.7.4版本到Python3.8.3，Python3.8的生命周期是从2019-10到2024-10，满足openEuler 20.03 LTS版本的整个生命周期 2、需要有一个地方来承载openEuler版本中的关键组件（如gcc、Python等）的生命周期以及升级计划等信息 python3.7与python3.8的差异分析见issue：https://gitee.com/src-openeuler/python3/issu…
