openEuler社区当前的 maintainer（特指在 sig 的OWNER 文件中列出的），有 些已经长时间不在社区中活跃了。
我私下沟通了几个，反馈因为各种原因，确实不再参与社区活动。
我建议在 openeuler/community 中新建文件 Hall_of_Fame.md，记录曾经担任 maintainer 的ID，所参与的SIG，以及参与的时间。
