我在此提交新SIG创建申请，申请创建的SIG为sig-light-edge-monitor。
该SIG的目标是为openEuler资源受限边缘设备、边缘网关和嵌入式设备，提供轻量、低依赖、易部署的系统监控运维工具，补充openEuler边缘场景的基础运维工具链。
