Due to personal reason, @hy-euler is no longer serving as a committer for storage sig. @hy-euler has done a great work as a committer. Deeply thank @hy-euler for all her contributions to the storage sig.
As the tasks of this team is growing, we need a new committer to take over @hy-euler job. @volcanodragon has beening contributing for a long time, and he has shown skills in open source community. So I elect @volcanodragon as a new committer.
I would like to hear our current contributors' opinions on elect @volcanodragon as a new committer.

Regarding [1], it seems that @volcanodragon may have very good skills on this but hasn't really started contribution in the project yet. I propose to hold on and see in the future.

In the three months since the last discussion, he has actively contributed to the storage sig group, with a total of nearly 200 contributions.
In addition to submitting PRs and resolving issues, he also actively considered some planning projects of the storage sig group and proposed two novel and challenging tasks [1][2].
