申报一个议题：为 maintainer 偏少的 SIG 增加 协助管理能力

背景：

src-openeuler/doracms/pulls/5 中，因为 SIG maintainer 只有一人，所以自己提交的 PR 无人处理，陷入 dead lock。

这不一定是个别现象。当 maintainer 人数少时，更容易出现这类问题。我审视了下，当前 maintainer 不足3人的 SIG 有这样几个

sig-cms 1人

sig-libboundscheck 1人

kae 2人

Marketing 2人

sig-android-middileware 2人

sig-embedded 2人

sig-Ostree-Assembly 2人

user-committee 2人

当前有两个选项：

1. 有TC委员自愿参与这些 SIG，将 maintainer 人数增加到 3 人

2. 赋予 TC 委员处理这些 SIG 中相应 PR 的权利。
