For those things that can block the publish process, We need to setup a CI gate on docs project that simply run `hugo build` command to see if whether it's possible to compile the docs, and I think this what we have done in website project now [1]. and for those things that are uneasy to test or to discover, I think we need setting up a preview (alpha?) website that reflects current status of website master and docs master codes.
