申报议题：
1、申请调整社区代码仓库权限管理方案：
当前社区各个代码仓库的权利权限是根据各个sig组提供的OWNER文件信息有机器人配置到各个仓库成员中的，
由于OWNER文件中信息量有限，存在一些弊端，最典型的就是不能分仓库管理。
所以之前已经提出使用sig_info.yaml信息替换OWNER文件，作为权限配置依据，但是各个sig组info情况不统一也就一直未切换。
基于此我们基础设施团队提供一个可过渡的也满足多数sig组诉求的方案：
某sig组如果希望启用sig_info.yaml的信息作为管理权限配置依据（启用后可分仓分分支管理），请提pr删除对应sig组下的OWNER文件。
如果保留OWNER文件，机器人继续使用OWNER文件作为配置依据。
