[Infra] Question: should these documents in the repo community or infrastructure?

Hi Infra team,

As our community is still in early stages, I guess we may move files from here to there.

While I am preparing pull request 145, I found some doubts.

1. I think the following files are not valid or exist in other projects now. Probably they are or should be under infrastructure repo. - en/Gitee-Management - zh/Gitee-Management - en/sig-infrastructure - zh/sig-infrastructure

2. The folders en/contributors and zh/contributors are somehow detailed but it seems that are not synchronized to our portal. Could you please let me know how ./contributors was designed? I would continue to work on it after getting know the original idea.
