[Infra] [Infrastructure]Discussion on features to develop in Feb.

Hi infrastructure team,

I got requirements from different team, and would like to list the features needed. Let’s have them on the same one page and conclude what we can and what we cannot.

1. blocking issues: IRC is blocked and to find an alternative; Mail list spam.

2. open OBS, which is ongoing now

3. Blog, which will be ready by Feb 12th.

4. CVE management solution

5. Add about openEuler, which will be partially ready today (Fred) and fully ready by Feb 13th.

7. Software and docs release management by versions.

8. community and project operation metrics.
