When a cpu going offline, it may be returned by function cpumask_first(). If this happens, the PCIe PMU context is still migrated to the old cpu. Then the CPU continues to run offline processing, which also leads to the call trace.

Use function cpumask_any_but() to find one correct active cpu to fixes this issue.
