Changes since v9: 1.There are some problems when allocating cgroups, from Cheng Jian.
First. We use `sizeof(struct cgroup_psi)` to allocate more space. This is inappropriate.
Second, variable length arrays isn't the last member of cgroups_psi, so the offset of the psi will not be a compile-determined value. It's dangerous to use cgroup_psi().
2.free path should change too,from Xie Xiuqi.
