stable inclusion from stable-v6.6.5 commit 0376fd5fce9a22e88e445b636d3df82bb02a0760 category: bugfix bugzilla: https://gitee.com/openeuler/kernel/issues/I8N21P
Reference: https://git.kernel.org/pub/scm/linux/kernel/git/stable/linux.git/commit/?id=...
--------------------------------
commit b817f1488fca548fe50e2654d84a1956a16a1a8a upstream.
The power values coming from the Energy Model are already in uW.
The PowerCap and DTPM frameworks operate on uW, so all places should just use the values from the EM.
Fix the code by removing all of the conversion to uW still present in it.
