There are many link error when QOS_SCHED_DYNAMIC_AFFINITY = y && FAIR_CGROUP_SCHED=n.

The QOS_SCHED_DYNAMIC_AFFINITY feature need FAIR_CGROUP_SCHED has been selected first.
