ROS SIG确认移植相关软件包到22.03-LTS-SP4 EPOL仓库 - Release

      Hi openeuler release：
华为课程要在鲲鹏开发板上使用ros-humble那些软件包，开发板用的系统是22.03-LTS-SP4.需要将22.03-LTS-SP2 EPOL仓库ros-humble相关软件包移植到22.03-LTS-SP4 EPOL仓库。ROS SIG确认可以移植。感谢release sig的支持。
