【讨论】是否需要在多个分支间自动同步PR以减少分支间合入遗漏

https://gitee.com/openeuler/infrastructure/issues/I1K340?from=project-issue 发生结果: openEuler当前有2个分支， lts分支、master分支，大部分cve、bug需要在2个分支都要合入。根据openEuler生命周期规划，后续openEuler会同时存在3个分支，比如20.09版本发布后就会有20.03 lts分支、20.09 维护分支、21.03 master分支，那么就存在部分cve、bug需要在3个分支都要合入可能存在只合入了1个分支、其他分支没合入的情况期望结果: 分支间没有漏合，考虑通过基础设施提供自动向其他分支同步issue、pr的能力

Question about new software

Hi, community Recently I'm working on build RPM package for `X265` project in openEuler Upstream. X265[1] is an opensource library about H.265/HEVC video encoder application. While when I try to create the repo in openEuler, after a quick scan, I don't know which sig that X265 should belong to. Can you give me any suggestion?
