申报一个议题：常用的40+款license的权利、义务、限制的解读。

背景：上次TC汇报成立SIG-compliance之后，大量的需求涌入，针对当前社区开发者的痛点问题，梳理出了当前40+主流license的相关风险，希望可以在会上分享。

Apply a topic: 40+ commonly used licenses  rights, obligations, and restrictions share.

Background: After the establishment of SIG-compliance at the last TC meeting, a huge number of requirements flooded. Based on the key points of developers in the current community, the risks related to 40+ mainstream licenses have been sorted out. I want  share the result at the meeting.
