议题申报：
一、确定 openEuler社区 移除过期SIG组流程。

方案： 
1、按照https://gitee.com/openeuler/community/blob/master/sig/README.md中 SIG格式规范，
     标识SIG成熟度的 maturity 字段新增可选 参数 Discarded. 或新增 表示是否有效的 Valid 字段；
2、如果不涉及代码仓库删除，将代码仓库从需要删除的SIG组迁移到其他SIG组下；
     如果涉及代码仓库删除，修改仓库配置并联系CI删除仓库。
3、将相应SIG组信息（包括SIG名文件夹、owner文件、sig-info.ymal文件、README文件等）迁移到 Archiving 目录：
     https://gitee.com/openeuler/community/blob/master/sig/Sig-Archiving
