在移植复古游戏机模拟器 Retropie 到 openEuler 的树莓派平台时，发现缺失了大量视频处理相关软件包。
包括视频播放框架 VCL 软件包，及其依赖 OpenCV 软件包。
鉴于这2个包依赖共有 140 余个，不适合继续在树莓派 SIG 下维护，因此新建一个视频相关的 SIG。
When porting Retropie to openEuler's Raspberry PI platform, a large number of software packages related to video processing were missing.
This Includes video framework VCL, and its dependence OpenCV.
