新SIG提案： sig-power-efficent
* 计算中心电力消耗在国家电力消耗占比越来越大，企业数据中心的电力成本所占企业运营成本越来越高，在全球推行绿色能源、降低碳排放的背景下，业界已经从单纯追求服务器性能指标转变为追求能效指标。 * 本SIG致力于通过OS的调节提升服务器能效。当前主要工作： * 为应用层提供统一的powerapi，供应用层进行能效管理。 * 提供节点级自动调节能力，包括基于能效的CPU调频、CPU核隔离、DISK/网卡能效管理等方案。
