openstack sig申报一个议题：
openstack多版本支持方案，之前tc有过结论，对于大体量软件群使用多分支管理的方式实现软件包的多版本，对应设计文档 https://gitee.com/small_leek/multi-repo/blob/master/%E6%94%AF%E6%8C%81%E5%A4...
openEuler 22.03-lts中openstack sig组规划支持openstack train和wallaby版本，按照之前tc结论创建了对应train版本和wallaby的next开发分支，目前train版本开发ok，提交pr从train-next拉取对应的train-lts分支，因为目前有不同意见，且私下达不成一致，所以申请tc裁决，谢谢。
