Today we discussed the private repositories management on community weekly-meeting. please refer to the log[1]
we already get agreement on this meet that to open all other private repositories AQAP, I open this mail thread to get approval from the tc team. here are several reasons that should open them:
1. The governance encourage to open all, as the initial partner of this community, they should be open. 2. The privilege with public repositories and private repositories is quick different, that will make much efforts on managing them.
other more, I would propose to not accept private repository any more. please review it, any comments are welcome. thanks.

Thanks and the links are helpful.
I count 2312 repos and 982 of them are marked as public. These numbers give the impression that the private repos include software packages which are not ready for inclusion in openEuler _yet_. It’ll be helpful to get confirmation on that.
On the other hand, I think it’s good to start a vote for that “all packages *included* in openEuler *must* be *publicly* maintained. “

Please give more details. i.e. list of private repos and what are they. * Currently, there are more than 2000+ repositories in src-openeuler( https://gitee.com/src-openeuler) which you can check from the repo definition file[1], but most of them are private repositories, the problems is openEuler community shouldn't have the responsibility to manage such large number of private resources. it should be open if it is ready, if not ready, the right way should be maintained by other places util it is ready. that's only my opinion.

Another shortcoming is that community members used to change private repositories quite frequently and non-seriously. I agree with the proposal, which is to stop creating new private repositories and to the current private repos soon.
