Today we discussed the private repositories management on community weekly-meeting. please refer to the log[1]

[Xinwei] Thanks for the log. But I went it through, and failed to understand the issue. Please give more details. i.e. list of private repos and what are they. we already get agreement on this meet that to open all other private repositories AQAP, I open this mail thread to get approval from the tc team. here are several reasons that should open them:

1. The governance encourage to open all, as the initial partner of this community, they should be open.

[Xinwei] I think this is a political decision, which is right to be made by board. TC should focus on the technical side. 2. The privilege with public repositories and private repositories is quick different, that will make much efforts on managing them.

[Xinwei] Could you give more details on the technical difficulty ? other more, I would propose to not accept private repository any more. please review it, any comments are welcome. thanks.

Please give more details. i.e. list of private repos and what are they. * Currently, there are more than 2000+ repositories in src-openeuler( https://gitee.com/src-openeuler) which you can check from the repo definition file[1], but most of them are private repositories, the problems is openEuler community shouldn't have the responsibility to manage such large number of private resources. it should be open if it is ready, if not ready, the right way should be maintained by other places util it is ready. that's only my opinion.

made by board. TC should focus on the technical side.* As the governance charter descripted[2], TC is the team to approve the repository addition, if I understand correctly, this proposal is in the scope of tc team, please let me know if I misunderstand anything.
