[PATCH 1/1] libvirt/conf: Set default values of retry fileds

Currently the default values of retry_interval and retry_timeout are set to -1, when 'driver' option exists without retry fileds. It conflicts when the 'driver' option does exist. So let's set default values of retry_interval and retry_timeout to 0 when retry policy is not enabled. 2021-03-12会议纪要： 1、openEuler特性开发与测试进展：开发进展：热迁移脏页频率统计：资料已补齐，特性测试中。热迁移tls支持multifd：资料已补齐，测试验证中。热迁移支持多线程压缩：特性测试中，libvirt侧接口代码尚未开发合入。vmtop支持x86：资料已完成，测试验证中。QEMU支持qemu-rbd和qemu-ssh特性。IO悬挂特性，特性资料已经补齐，正在测试验证当中。RSIC-V支持热迁移，相关代码已经合入RSIC0 测试进展：21.03 版本功能测试结束，无问题遗留；当前正在进行性能与稳定性测试； 2、StratoVirt轻量级虚拟化演示与分享 3、虚拟化qemu软件包拆包需求：当前qemu按照spec方式编译时使能--enable-module编译参数，支持qemu编译的so动态库封装为qemu-XXX的子包，有拆包的情况出现(原qemu RPM拆成qemu RPM + qemu-block-ssh qemu-block-rbd包支持openstack集成)，但是通过测试框架评估qemu-block-iscsi能力丢失，后续有spec拆包的情况，需要保持qemu功能一致性，升级场景需要支持qemu能力不裁剪，在spec中增加post run字段支持升级场景不出问题，可参考 https://gitee.com/src-openeuler/qemu/commit/f4801a5af63e96c5c728b30b36a14fa… 4、Virt SIG issue提交模板讨论：参考openEuler社区缺陷与CVE模板(当前已经应用)，需求的模板待与社区沟通 5、增补ranygu成为virt SIG的maintainer，帮助virt sig共同制定演进规划
