openeuler 24.03-LTS-SP4分支 OpenSSL升级到3.5.x版本意见征集

各位openeuler社区的maintainer、 committer和contributor们好：上游社区OpenSSL 3.0 LTS分支即将在2026年9月7日EOL，最新OpenSSL 3.5 LTS分支生命周期持续到2030年4月8日，并且根据性能benchmark观测3.5分支明显优于3.0，接近或持平1.1的性能表现。计划在24.03-LTS-SP4分支升级到3.5.x，两个版本的差异分析见https://atomgit.com/src-openeuler/open… 请各开发者检视，若有意见请反馈或在以上差异分析issue中讨论。
