This patch fixes it by checking the pos against "the end of the chunk - sizeof(struct sctp_ifwdtsn_skip)" in sctp_ifwdtsn_skip, similar to sctp_fwdtsn_skip. However, after processing INIT_ACK, the out stream count in the client is shrunk to N - 2, the same to the in stream count in the server.
