As the reboot IPI can only be sent after acquiring @stopping_cpu by storing the CPU number, this case can be detected when @stopping_cpu contains the bootup value -1. Just return and ignore it. As the reboot IPI can only be sent after acquiring @stopping_cpu by storing the CPU number, this case can be detected when @stopping_cpu contains the bootup value -1. Just return and ignore it.
